Which tier would it be?

Bisharp is pretty cool and of s/he looked like Mega Scizor that would be totally awesome.

Im waiting patiently for a Mega Dragonite:
HP: 121
ATK: 174
DEF: 105
SpA: 85
SpD: 110
SPE: 105
Abilities: Multiscale/Moxie
That is my dream Mega Dragonite. The true dream would be to give Dragonite Speed Boost as an ability, but that would be a tad broken. So moxie is the next best thing I think. Choice scarf, moxie, then outrage all the things as long as there isn't a fairy in front of you.

I know all mega pokemon have to be fully evolved but what if gamefreak changed that
