worst legendary pokemon (except phione)

what do you think is the worst legendary pokemon? post your opinion. Mystery pokemon count as legendary pokemon too (because they are legendary pokemon, lol). Phione does not count because it is too obvious. Like a lot of others, I think it would be regigigas because slow starts makes its offensive stat and speed terrible. We might need to make regigigas not count if too many people vote for it. Runner up are regice and regirock, they are good walls, but bad defensive typing and no reliable recovery. In my opinion, regice is slightly better than regirock because regice has better coverage.
