Anniversary Pikachu event!

Hey guys, you might know eternal flower floette as a rare kind of floette that has better stats than the regular ones. But, what if gamefreak made an "eternal flower" pikachu with much better stats? It might happen since pikachu is the mascot and next year is pokemon's anniversary.
Anniversary Pikachu:
HP: 35
ATK: 85
DEF: 70
SPATK: 80
SPDEF: 80
SPE: 110
*Thunderfury/physical/electric/180 BP
Attacks the target while it's defense and Special defese and speed fall 1 stage.
Which tier would this special pikachu be?

basically thunderfury is the electric type version of v-create
if lightball still doubles its attack and special attack, that pikachu might even be uber, though the stats are highly unlikely to be like that in my opinion.

I reckon the name of this anniversary Pikachu would be 'Ash's Pikachu,' because we all know that his Pikachu is overrated. HP stat would be higher though, as well as attack, sp. attack and speed.

ash's pikachu has a stupid moveset, and since it is another event pokemon, can it learn volt tackle again? If it can't learn volt tackle back, then it wouldn't be too op.
Overrated pokemon seems to get benefits in gen6, a lot of fan favourite gets a good mega evolution. Things like charizard, lucario, blastoise, mewtwo, all got decent mega evolution. Pikachu, however, didn't get anything. It might be possible for it to get a pikachu event.
